Harris graduated from Rancocas Valley Regional High School in 1968 and went on to play college football at Penn State University. He played for the Nittany Lions, and in 1970, he led the team in points.

Franco signed up for the 1972 NFL Draught, and the Pittsburgh Steelers picked him with the 13th overall pick. Many people thought that his Penn State friend Lydell Mitchell was going to be picked instead. But Harris showed everyone wrong when, in his first year with the Steelers, he won the Rookie of the Year award. This gave him a lot of fans, most of whom were Italian-Americans in Pittsburgh. During his 13-year NFL career, Harris had the 12th most rushing yards and the 10th most rushing scores of all time. Also, from 1972 to 1980, he played in the Pro Bowl for nine straight years. He set records and helped the team win the Super Bowl four times, in 1975, 1976, 1979, and 1980. He was also named the Most Valuable Player of Super Bowl IX, making him the first African-American and the first Italian-American to get that honor. Harris played for the Steelers for 12 years, but they turned down his request to raise his pay. He was then let go and signed with the Seattle Seahawks for his final season, but he only played in eight games for them. Since he stopped playing, the Steelers have never used his number 32 again.

Franco and Lydell Mitchell started the Super Bakery Company after they retired. Its goal is to make healthy food for kids. In 2006, the company changed its name to RSuper Foods. They make the Super Doughnut, which is often served in schools in the eastern US. During this time, they also helped the Parks Sausage Company, and Franco went on to be in Taco Bell ads. He also worked for a short time at The Meadows Racetrack and Casino. After that, he became a co-owner of the Pittsburgh Passion football team.

Franco is married to Dana Dakmanovich, and the two of them have a son named 'Dok' Harris, who ran for mayor of Pittsburgh in 2009. He also had a well-known college football star brother who died of a heart attack in 2006.
