176 estates have been deemed unlawful by the Lagos State Government for not obtaining the necessary layout approvals from the Ministry of Physical Planning and Urban Development.

The Eti-Osa, Ajah, Ibeju-Lekki, and Epe regions are home to the majority of the estates.
Additionally, the state has given the parties involved a 21-day deadline to complete their layout approvals.
Oluwole Sotire, the Office of Physical Planning's Permanent Secretary, made this announcement on Monday.
The estates are considered unlawful since they did not have layout approvals from the Ministry of Physical Planning and Urban Development, according to Sotire, the permanent secretary of the Office of Physical Planning.
According to him, the estates jeopardised the Lagos State Government's aim for sustainable development.
According to Sotire, the estate owners have a window of time to turn in the required paperwork to his office so that it can be processed.
According to him, the ministry regularly conducts this process, which is consistent with its responsibility to control the growth of Lagos' public and private estates.
What Is Layout Approval?
Layout approval — also known as a building or planning permit — is an official authorisation issued by the Lagos State Physical Planning Permit Authority (LASPPPA) that confirms that a construction project follows the state’s planning, zoning, and safety regulations.
Without this approval, any construction is considered unauthorized or illegal.
According to LASPPPA, the processing of layout approvals takes about 28 days after the required documents are submitted and payment is made.

Architectural, Structural, Electrical, and Mechanical Drawings (if applicable)
A perimeter survey plan
Geo-referenced layout plan prepared by a registered town planner
Contour maps (at 3-meter intervals)
