Iryna Zarutska, 23, was killed by a knife while taking a light rail train in the Charlotte Area Transit System on August 22. Decarlos Brown Jr. is being charged with both state and federal crimes. In North Carolina, Brown is charged with first-degree murder. In federal court, he is charged with killing someone on a public transportation system.
People got a copy of an arrest document filed in Mecklenburg County that says Brown took a knife out of his pocket and hit Zarutska three times minutes after she got on the train.

After the event, Brown was arrested and charged with abusing 911 because he is said to have called for help when he was angry at the police officers who were there. According to Tracey Brown, who spoke to the Daily Mail, her brother was dangerous and shouldn't have been out on the street before the alleged killing.
She told the paper, "He was a big risk." "He wasn't thinking straight." He wasn't safe for people to be around.
